New Mexico requires the ownership assignment and odometer information to be completed correctly; lien releases are required when an existing lien remains on the prior title. Out-of-state vehicles also require a VIN inspection. Exact requirements vary by the transaction and the applicant’s residency documents.
Good to know:
New Mexico license plates generally remain with the seller, not the vehicle. Special situations such as gifts, estates, missing titles, bonded titles, or corrected titles may require additional forms.

New Mexico requires original ownership documents for first-time registration. Out-of-state vehicles require a VIN inspection, and qualifying Bernalillo County registrations may require emissions compliance.

Standard plates can generally be requested during initial registration. Personalized and many specialty plates require an application and may be produced and mailed after approval.
Good to know:
Personalized and specialty plates may not be issued immediately at the counter. Some options require state approval, supporting documentation, and delivery by mail.
Temporary Permits & Tags

When a Temporary Permit May Apply
- A title and registration application is pending

- A lienholder is sending the original title to New Mexico

- Proof of New Mexico residency for a new-resident transaction

- Payment for applicable state taxes, permit fees, and service fees
Individual temporary registration permits may be valid for up to 30 business days. They generally cannot be extended or replaced with another permit unless good cause is shown.
Good to know:
A temporary permit does not replace the title and registration process. Bringing complete ownership, insurance, vehicle, and lien information helps us determine what can be issued and what may still be required.
Duplicate Titles & Registration Documents

- Legal-authority documents if applying for the owner, such as a power of attorney, court order, or estate document
A duplicate title is normally a replacement copy of the existing title record. It does not automatically change the listed owners or lienholders.

Good to know:
A bill of sale by itself generally is not enough to obtain a duplicate title. If ownership has changed, the transaction may need to be processed as a title transfer instead.
New to New Mexico

Good to know:
Emissions testing applies in Bernalillo County when required. Dedicated electric and diesel vehicles are exempt, and brand-new vehicles receive a four-year exemption following initial registration from the manufacturer’s certificate of origin date.
VIN Verifications & Vehicle Inspections

When a VIN Verification Is Required

What to Bring
- Make sure the dashboard or windshield VIN is visible
- Make sure the manufacturer certification label in the driver-side door area is accessible
- Remove anything blocking access to the VIN locations
- Bring the vehicle itself unless you already have an accepted certified inspection
- Confirm that the VIN on your documents appears to match the vehicle
A standard VIN verification is not a safety, emissions, or mechanical inspection. It is a visual identity check used to verify that the vehicle matches the ownership documents.
Good to know:
New Mexico VIN inspections are generally valid for 90 days. If a VIN plate appears missing, altered, or tampered with, the standard inspection must stop and the vehicle may require review by law enforcement.
